I can't comment onthe other issue you raised because I haven't encountered it. The one below ...

You can mark the summary band to print on a page by itself and if you do that the summary page does not get a page header. You also don't get a page header on the last page of a report if the only thing printed on that page is the summary band, regardless as to whether you have selected this or not. I really don't know if this is intended design by MS or not, but I do know that it has been this way since FoxPro 1.0.
