It's handy. I'm designing for 800x600 on a 1024x768. I don't like restricting the designer window size because it gets in my way. So I set the maxheight and maxwidth and that way I can't accidentally drag the form too tall or wide. Unfortunately, over-riding this property seems to have negative effects. :(
