Hi Diane !
You have to:
1. Add chm file on merge tab of project options (common.chm)
2. At top of contents tab insert a Heading that will link to another chm file contents. ( common.chm::\common.hhc )
For detailed description look at HTML Workshop help file topics:
Merging help files at run time:
- To merge multiple help files at run time
- Creating links from one contents file to another
I have several help system with merged two chm files (common.chm and prog??.chm) and it works. I did not link more than two chm files.
Important are also some options on compiler tab of project properties sheet -TOC can't be binary - as I remember.

With merge, I had to add every adn all (hundreds...) htm files into EVERYTHING.chm also It doesn't use the other .chm at all but instead I had to place every *.hhc (contents files) and *.hhk (index files) in the user directory alogn with EVERYTHING.chm
