The fact is that all data is held as files. And any file can be reverse engineered and tampered with. So, if I add the proper security so that a table can't be opened without the DBC, then I could call my system an RDBMS?

I see correct as a relative term. Technically, academically, practically (double meaning) and politically are just some forms of correctness. Being “correct” on any mater is of no importance to some and the essence of life for others. What is important is to have an audience that agrees. If your audience is also rich and powerful you will be the authoritive voice on any given subject.
