They switch them too often, I've lost track long ago. In most of the cases, the roles are a matter of media and perception. It seems that at this point, both sides are attacking the other side, and both are claiming the victim role.
But that is the world of Mid-east politics, they can switch alliances and regroup into strange and weird coallitions in no time.
