I had similar problem (foxuser.fpt was deleted)
In my case I accidentally opened my quite big VFP7 project with VFP8 Beta (mea culpa, mea culpa, mea culpa) Next, I compiled the project with VFP7 SP1. After starting resulting program foxuser.fpt was deleted. I made some investigation and discovered that this happens on a line with "set resource off" command. Problem in VFP7 disappeared when I recover my project file from backup. In VFP8 Beta the problem with the project still exist.
(Now I have VFP8 Beta on separate machine)
