I am running Windows 98 Second Edition. Unfortunately, the claims agency provides the physicians with thier version of pcAnywhere which is DOS only. So, not sure about the Windows version. One of my client is facing this issue which I need to resolve. That computer also is running Windows 98. In their case, they claim that even the first connection is a failure - i.e., just a flash. On continued attempts, they were able to connect to the agencies computer, only to be booted out again.
