I just asked an ex-PB programmer why her shop used PB (this was several years back). She said the feature that kept the PB projects afloat (given the implementation problems), was the project / source safe mangement. It seems odd to pick a development platform based more on it's source management, rather than the bread and butter aspects of timely deliverables. [Also] Nice to know that ther are reasoned and flexible technologiy managers out there plying their trade!
