I don't see any relation with that and the prevention. The purpose of the messages area is about threading and I don't expect to apply new procedures to it about moderators and such. This falls/would fall in out of the messages area.

I also do not understand the point you make about flame-wars. Have you seen something that I haven't seen online I should be notified of?
