Yes, those seem to be sensible priorities, and I usually proceed in that order. That works as long as you do the programming for internal use of the company. Unfortunately, for commercial applications, the "make it pretty" part often seems to be more important...
I don't like this, but I can't blame people when they try to make things pretty - especially for commercial applications.
