I'm sorry but I strongly disagree with you. For me every new version of VFP, and even the SP3 for VFP 6 have added a lot of improvements.
You're, for example, leaving out of your list VFP 7. That version added Intellisense, Web Services support, much better COM support, and much more. To have a real idea of just some of the many improvements, you can read this article from Erik Moore (spanish link provided):

As most people here, I invest 300/400 dollars per developer every two years or so, and I produce a few thousands per developer -in the worst scenario- with that. Of course this balance is quite crippled by our country's economic situation, but that's another story. Compared with many other development tools, VFP is really cheap.
