Is this VFP bug ?

I have a lot of complex reports which I use to generate txt files in such
way.
I need that end-users can modify reports.
Currently they use report designer to make modifications. Your solution
requires programming experience which end-users do'nt have.
I havent find any download as flexible as report designer to perform this.

Any idea ?
