I have similar problems (with foxpro 2.5 for DOS)
In my case switching off disk buffering seems solve the problem (I completly do not know why)
I check it only on my machine I do not know if it help on customers machines

>A customer installed one of our old FPW26a applications (EXE) locally on a Win XP SP 1 machine. After installing the software, the customer can run it the first time and it comes up to the login screen without problems. Once they exit the software, any subsequent attempts to run the software results in no visible program interface. When I have them look in the task manager, FOXW2600.ESL is running along with NTVDM.EXE and WOWEXEC.EXE. Attempts to end process on FOXW2600.ESL fail. The only way to remove it is to log off or restart the machine, but even after doing either of these, they are never able to get the system to run visibly again. I've tried removing the software and re-installing with the same results described above - the first time it runs, after that nothing.
