I've found the main site (
www.w3.org) is a very useful resource for web development.
The only downside I've found in using the standards is that all of the web browsers implement different parts of the standards & often have differing interpretations of the standards.
It's a bit like the "RS-232 standard", I've got a box full of different leads that have been made over many years of trying to interconnect various equipment via RS-232 & I still find variations.
