What happens when you try viewing PDF files from the browser - do you get the same effect ?
I had an idea that the problem is related to how your browser is currently set up. Note, if I am right, this will also be a problem for your users. I don't think you can programatically change the settings easily, but saying that, I have't used the ActiveX control in that way.
