What's different with the machine where the problem occurs (CPU, RAM, HD, NIC, its location, etc.)??

I don't know if disk caching can be disabled in Win98, but the place to look would be:
Control Panel
- System
(- Hardware)?
-- Device Manager
--- expand the disk drives node
---- rt-click on the specific HD, the click "Properties"
----- look through the Tabs for a checkbox to enable/disable.

It might be useful to check the NIC too while you are there.

Is the Win98 "server" used for other stuff while running the VFP app?
