Kinda hard for them to do given that they have no members here (Iraqi). But I don't doubt that they are muzzled by fear anyway. It's getting that way real fast in the U.S. too, by the way, though of course it is detention and court action instead of murder/torture.
I meant to add... so what if it was a terrible mistake. Once you've done it once you will do it again.

I said "excellent chance" and "be a chance", so I was NOT accusing anyone. But this may give you some idea: "1980-88: Iran-Iraq war. When Iraq invades Iran, the U.S. opposes any Security Council action to condemn the invasion. U.S. soon removes Iraq from its list of nations supporting terrorism and allows U.S. arms to be transferred to Iraq. And you say you don't see any difference at all between Hilter taking one country after another and holding them while diplomats dithered compared to some FAILED actions by Saddam 12 years ago and 23 years ago??? Your mind works in mysterious ways, Chris.
