According to Microsoft SOAP Toolkit Version 2.0 FAQ at
http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dnsoap/html/soap_faq.asp "Windows 95 is missing some system calls used by the Soap Toolkit code, so it cannot presently be supported".
