There is aid and then there is "aid" (see below)...

It's true that lots of countries come to the U.S. for aid. It's equally true (maybe more so) that the U.S. "offers" aid to countries that haven't asked for it.
Israel asks for and gets lots of aid. This takes the form of outright cash and "loan guarantees". You can bet that the larger part is "loan guarantees" and that virtually all of that is for good sold by American firms. Goods like food to assist its large immigrant population and to provide sustenance on the Palestinian side. Goods like jet aircraft and Patriot missiles and other munitions.

Then there is the "aid"... again a good portion of it in the form of services (military for drug interdiction, for example) and "loan guarantees" that are again aimed at delivery of goods and services by U.S. firms.
The drug-interdiction "aid" is partially, I interpret it, to help towards solving the U.S. consumption problem and partially as a way to exert influence in the military and policing practises in the countries involved. It must be hard for a poorer country to say NO when big $$$ are dangled under your nose.

While there is no doubt that the U.S. government assists many countries monetarily, be assured that virtually all of it comes with a tacit price-tag thatis highly beneficial to the U.S.
On the other hand, non-governmental aid coming from the U.S. is also very substantial and has the merit of being virtually free of strings of any kind.
