Yes, I do believe it. I would guess that a lot of the Iraqi generals were there in 1991. They know what is coming their way. In 1991, Iraqi soldiers surrendered to unarmed
reporteres. I doubt that the Iraqi generals leading the conscript army are complete morons. They know our capability, and they know their soldier's morale.
On top of this, I doubt the Iraqi generals have much love of Saddam. If you were a general for Saddam, and the U.S. offered you a way out, what would you do?
