From a brief look on the Web, it looks like E4M is no longer well-, or at all-, supported. MS no longer supports FPW2.x. In short, you're unlikely to find any official fix for this issue. If you haven't already, take a look at Ed Rauh's FAQ#15468 .

Another option - repartition your HD using PartitionMagic or even one of the Linux partition managers so you can set up an EFS partition.

There are also well-supported 3rd party file-system encryption tools available, such as PGPDisk: http://www.pgp.com/products/windows/desktop.html
