Until evidence is provided I suppose everything is conjecture. The report also alluded to people in the region having common knowledge that young muslims were constantly recruited to train in Iraq. One of those things that cannot be conclusively proven.
I guess we can say that any attack will be based on "circumstancial" evidence. The argument over compliance does not seem to be getting anywhere fast.
