The wireless switch/router will have 2 IP addresses. The internal one will be static, assigned by you (its default value may be fine for your network). This IP address will be on the same subnet as the rest of your network, and you hit this IP address with a browser from another machine to configure the router.

The other IP address, the external one, will be dynamic (in your case).

I think the router you are considering has 4 ports plus another port to go to the DSL/cable modem.
