Why can governance while Saddam is at large only mean the Wolfowitz plan? It could mean any number of things. I think you are imagining too much power in Wolfowitz' hands with your comments. We do have a Secretary of State and a President who listens to many opinions. It's not going to be decided by just a lowly Assistant Sec of Defense.
