You're right. I believe they did try even before the Gulf War without success. That doesn't gives anybody the right to assume the “Personal Savior” role using UN resolutions to legalize actions which will be done anyway.
Paraguay (Stroessner age) tried too but no “purification” occurred unless I missed some “undercover” operation.
