I have spend several days, but I could not solve this problem in spite of your advices. Can I ask you additional questions?

Where exactly on a W2K server I have to do it? On my W2K server I have default language - Russian, country - Russia (but my W2K is server not a Ruissan edition)

I did it (in the init ivent of the ole public web service class). And I did send LocaleID for customer, yes it changed, but server continue to use 1252 web page)

When I develope web service I have config.fpw with 1251 line in it. In project it has 1251 codepage. May be I have place config.fpw for runtime libraries? But I do not know where I have to place it, because it W2K server and web services do not read config.fpw .
