'Regional Options' dialog on W2K is slightly different than on XP. Probably you should check Cyrillic check box in 'Language settings for the system' on General page and make it default by pressing 'Set default...' button.

I am not sure what do you mean, but SYS(3005) affects the way VFP converts DBCS strings to/from Unicode when it parses/generates XML.
