I have the same problem. The way I solve it is as follows.

All those who use the app open a file on their c drive exclusively.

From the server I run a vfp program whenever I want. This program attempts to open the ws c drive file. If I get an error it means that the workstation is still open. I indicate which ws is still open by a flashing red led and a closed ws by a steady green led. In this way staff know which ws to exit out of the app.
