The difference is MS can not prohibit you from running a fully licensed product like MS Office under whatever OS you want. The same can be done for VFP as well as long as you have a licensed copy. The difference is the "royalty free" VFP runtimes and maybe the use of the Win Installer components being prohibited from use under non-Win OSes.
