Sure. Vertical market apps developed in VFP run in thousands of locations with multi-thousands of users, all for no additional license or seat fees. Without VFP, some of those would be running SQL Server, generating more $ for Microsoft.

I don't know if it will still be called SQL Server if that happens in the future, but It's very likely to still have a per-seat charge associated with it.
