There maybe a bug in InstallShield that could be causing this problem (error 1919 Configuring ODBC Data Source).

When selecting your "Objects and Merge Modules" in InstallShield, if you select "Visual FoxPro ODBC Drivers", and then change your mind and immediately uncheck it, the "ODBC Resources" will have 3 selections that DO NOT reverse themselves. They are:

Visual FoxPro Tables
Visual FoxPro Database
FoxPro Tables

They are left "checked" as Selected ODBC Resource. I have now Unchecked these Checkboxes, rebuilt the RunTime file, and will be testing them, in the next couple of days.

If this is indeed the root cause of this problem, Hopefully, others can search for "ODBC Runtime Errors" and be able to use this post.
