Our section is at the bottom. Note this sentence: "Neither tool provides the ability to target other versions."

Stephen seems to have found otherwise, however, as he describes in his Message #791330. Since the MSDN article seems to be pre-release, I'll place my bets on Stephen <g>

Also -- I imagine that, for example, the .SLN file extension is registered on the system to point to VS2003, so one could ostensibly double-click a VS2002 .SLN file and receive the conversion prompt.

That's my view from here.
