Why not use MSDE for the first three levels and SQL Server for the last? Why even support DBFs at all? There is no connection limit on MSDE. There IS a concurrent query limit though. Just because you have 10 people connected to an MSDE server that doesn't mean they are all running queries at the EXACT same time. You might be able to bump that last level to

SQLServer over 10 over 1000 doc/day

and save some clients even more money.
