Security in reference to protect data is a very fixy stuff. The more you have the more you can feel unsecure.
Anyway,
1. Implement Active-Director in Win2K and provide policy to all users and restrict their access. Undoubtly you need to spend to upgrade all win98 users to Win2kProfessional or Win2K client version.
2. The data in the tabe can be encrypted so that even if the data leaks out it cannot be of any use to the hacker. U can get those encrypt-decrypt utils from the download section.
Being an ISO BS7799 Standard Management guy, ISO BS7799 standards suggest best of the fortune 500 companies policies which can be adopted. Possibly, which can be available on net too.
