George, Sorry I can't give you a definite answer as I am having the same problem myself. We have an IIS web server which I believe is a Win2000 box trying to connect to a WinNT remote server for data. I did find a couple of references to this problem on MSDN here are the links.
I don't have access to our web server and it is not easy getting the administrator to try things for us. I am hoping maybe these will help you and then you might be able to give me some guidance on what you did.
