Hi George,
Granted, I'm using SQL Server 7.0 on my Win2K box, but I don't think the Console winodw is displaying a menu. The "menu" is actually a non-iconized toolbar. You can see this by drilling deeper under the Console window using Spy++. The toolbar buttons might be creating popups, but they are not true menus.
