Sorry for the delay. I probably didn't dig deep enough on this one.

I do have a thought, however, and that's why I'm cc'ing Walter on this.

Looking at the Task Pane app (which, if recollection serves comes with the source code) there may be a way for Walter to do what he wants. If the Task Pane window isn't wide enough to display the entire tool bar, additional items are displayed by click on the chevron towards the right of tool bar. This is very much like a menu. If I were Walter, how this is done might be revealed by examining the source.
