I built a new setup using the ISE that ships with VFP8, stripping out everything that isn't needed for Citrix and selecting only NT4 for the OS. The IT manager installed it this afternoon (using Add/Remove Programs and logged in as Admin of course) and the project installed without errors. There's a bit of tweaking to be done to the ODBC driver but that is quite manageable.
