This might have had something to do a few other things as well:
- the book came out almost 1.5 years after the exams were available
- Whil's old book distributor wasn't really pushing the books at the time it was released. Since he swtiched to this other person/company. I've seen What's New if VFP8, Debug Fox, .NET for VFP developers in large quantities in the two big box bookstores in Vancouver.

A well timed group-written book (short turn-around time) could change the numbers drastically.

This was before my time, so I didn't know this.

If the work can be minimized through volunteer efforts by the community and only changing the exam just enough to make it releavant, it actually might be profitable, or a least cost neutral for Microsoft. Certainly it would be much less than creating an exam from scratch. Really the total number of takers just defines the budget for the effort.
