Certainly it would be much less than creating an exam from scratch. Really the total number of takers just defines the budget for the effort.
Maybe someone who knows more than me will jump in here, but as I understand it the big bucks are not in formulating the questions (after all the MVPs wrote most of them for the VFP 6.0 Exams anyway), but in the effort that MS has to expend in order to get the stuff validated, then published and made available to the testing centres.
I really hate to pour cold water, but I just can't see MS doing it again. Having been burned once they surely won't want to play with the matches again.
Now if they could only be persuaded to take the money the save by NOT doing another certification exam and putting it into some sensible marketing ....
