Firstly, thanks for your valuable advise.

I just check the user right for my other account, they are all under the role of administrator, and I had tried to uninstall the VB and install again, but the problem still there.

I also believe it is something about the user right on my WIN2000PRO, but the account already is administrator, what else I miss?
