Check the following for references to the dialer:
- Registry keys HKLM/Software/Microsoft/Windows/CurrentVersion/Run and /RunServices
- Same as above under HKCU
- RUN= and LOAD= in WIN.INI
- Contents of Startup folder (if Profiles are enabled you need to check both the logged in user and All Users)
- AUTOEXEC.BAT (unlikely, though)

One way to look at all startup items in one place is by using MSCONFIG from Start...Run.

Also check these places for references to Internet Explorer. If IE is set to dial this might cause it.

Another possibility is spyware that tries to "call home" with information gathered from your PC and browsing habits. Use software like Ad-Aware to expose and get rid of it ( http://www.lavasoftusa.com/ ).
