I could be wrong, but I believe Delphi.NET DOES create native .NET applications with its own IDE and .NET compiler. Borland also provides their own Data Providers to use instead of the built-in ones that come with .NET.
Whether they're there yet or not, I don't know, but the chart here shows that they are at least in beta with native .NET apps:
