Well, I thought I had it figured out. When trying to install the Windows Installer SDK, as I stated above, I got the same 1606 error that it couldn't open %ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools \. I noted the trailing space and thought that there must be a registry key somewhere with this value. Thinking that this may be the cause, I searched the registry and found it and corrected it. Unfortunately, no luck.

I'm fresh out of ideas here. I'm getting the same error message from both ISX and the Windows Installer SDK setup. I've made sure that all the necessary permissions are available and even went as far as making the folder shareable.

Can anyone think of something I'm missing?
