Are you running setup under admin account?

When trying to install the Windows Installer SDK, as I stated above, I got the same 1606 error that it couldn't open %ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools \. I noted the trailing space and thought that there must be a registry key somewhere with this value. Thinking that this may be the cause, I searched the registry and found it and corrected it. Unfortunately, no luck.
