Since it is your application, I presume you can set the standards for the photo. jpg is the standard way of compressing photos and is what you should use. VFP 8 has no problem with jpg files, and if I remember correctly VFP 7 could also handle them.
If you only want to see the photos in a form, you can go with a fairly small file, say 100 x 100 pixels. In the software used to produce the jpg files, a quality setting of 80% or "better jpeg" will give you adequate color depth and definition without file size bloat. In an image control VFP will automagically adjust the photo to the size of the image control, however your quality is better if that is not necessary and the image control size is the same as the file size.
If you also want to print the photos you should consider photo files that are the same size as they will be printed. If the photo is to be printed at a 1.5" x 1.5" size on a 300 dpi printer, then your best results will be with a photo file or 450 x 450 pixels. With a quality setting of 80% or "better jpeg" your file size will be acceptable. If top quality is needed, go for 100% quality, but the file sizes can start to become excessive, and it is unlikely that you need that quality for employee photos.
The jpg quality settings will be found in your image processing software, not VFP.
