John Koziol actually supported my arguement when he said they check in the code to the SP build and into the Europa build.

As for what will be fixed:

SET SPECULATION ON
Some bugs in VFP8 will go unfixed in the SP because it would have a detrimental affect on the Europa timeframe, meaning the fix is more complicated than just checking in the code twice or will take too long. Some of these bugs will be fixed in Europa and not in the SP.

One of the qualifications for fixing things in the SP most likely was, what will be the easiest to fix and have the least impact on the Europa schedule.
