Bill,
Did you just add the file to the CD or did you setup process so that it knows to distribute and register the OCX? You may need to explicitly add the control to a dummy form in the app as well.
You should be able to look in the registry on both machines and find the mschart entries. If you don't see them on the non-VFP machine then it's not properly registered.
