Sorry to disagree, but I think this behavior is exactly what I would expect. After all, VFP does let you change any of the settings 'for the current sesssion only' and, unless you explicitly set the change as 'default' it does not overwrite the defalt settings which are restored upon next start-up of VFP. For example, you can go into the Options Dialog and change the default form class. Unless you click "SET DEFAULT" such a change applies only until you quit VFP....
