I ended up having to do a complete reinstall including the server side! But now it works, and I was able to get the VFP program manager to add all of the appropriate files.
We had this working once on a previous project but for a variety of reasons, that project was terminated. Must have deleted too much of something.
Oh well, live and learn. Thanks for the help!
